Verifactu regulations require freelancers and companies to use billing software adapted to new technical requirements that guarantee integrity, traceability, control of invoices and prevent fraud.
What is Verifactu?
Verifactu is a regulation derived from the Anti-Fraud Law that establishes the requirements that all invoicing software must meet in Spain. It also includes a voluntary system for automatically sending issued invoices to the Tax Agency.

When does the Verifactu system come into effect?

- Starting July 29, 2025, software developers must ensure that their programs comply with the regulations and submit a declaration of compliance.
- Starting July 1, 2026, self-employed individuals and businesses must use only software that complies with Verifactu.
Who is affected by the launch of Verifactu?
Any company or professional that issues invoices using a software program. This includes:
- B2B invoicing: between companies and self-employed individuals.
- B2C invoicing: from companies to individuals.
Those who already work with the Immediate Supply of Information (SII) and some self-employed individuals under special schemes, such as modules or equivalence surcharges, are exempt.
What requirements must the Verifactu software meet?
To comply with the regulations, the invoicing program must:
- Guarantee the integrity, inalterability, and traceability of each invoice.
- Include a QR code and a chained hash that links one invoice to the previous one.
- Generate electronically signed records.
- Export data in a structured format readable by the Treasury.
- Incorporate a visible declaration of responsibility from the supplier within the software.
